Description of Work Unit

The Center for Environmental Management of Military Lands ( CEMML ) is a research, education, and service unit within the Warner College of Natural Resources at Colorado State University ( CSU ). CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary

Colorado State University and CEMML is hiring an archaeologist to support the Cultural Resources Program at Joint Base Lewis-McChord ( JBLM ), Washington.

Under the direction of the JBLM Cultural Resources Program Manager ( CRPM ), the archaeologist will have a wide range of responsibilities, which may include, but is not limited to:

  • Background research (archival and historic) inclusive of historic topographic maps and aerial imagery.

  • Development and implementation of archaeological and historical research designs.

  • Logistical coordination and planning of archaeological surveys.

  • Serve as a field crew member or lead field efforts as Crew Chief on reconnaissance, pedestrian, and intensive pedestrian surveys augmented by shovel testing and in the documentation and recordation of pre-contact and historic archaeological sites.

  • Assist in National Register eligibility testing of archaeological and historic resource sites.

  • Participate in assessing archaeological resource sites for listing on the National Register of Historic Places ( NRHP ) and assist the JBLM Architectural Historian in built environment assessments.

  • Perform archaeological monitoring of known sites in training and range areas and during construction activities or training exercises.

  • Work with Global Positioning System ( GPS ) units and Geographic Information System ( GIS ) operations.

  • Complete NRHP forms, Traditional Cultural Property forms, and HABS / HAER / HAL forms as needed.

  • Development of historic contexts generally and individual project historic contexts specifically.

  • Draft sections of technical reports, author technical reports, and conduct Quality Assurance/Quality Control (QA/QC) of peer technical reports.

  • Implementing dig permits, co-use permits, and other administrative procedures.

  • Collections care and management.

  • Database management.

  • Support the CRPM with tribal consultation and coordination.

  • Support the CRPM with State Historic Preservation Office ( SHPO ) consultation and coordination.

  • Interaction and outreach with internal/external staff, officials, and the public.

  • Work in a structured work environment with established lines of authority, procedures, and protocols.

  • When implementing fieldwork, work independently, be a part of a team, or supervise a team of archaeologists and/or field technicians; sometimes in inclement weather and/or in rough terrain carrying field equipment.

The position location is at Joint Base Lewis-McChord ( JBLM ). JBLM is located in western Washington, approximately 9 miles south-southwest of Tacoma and encompasses 413,714 acres; 90,283 acres at the joint base and 323,431 acres at the Yakima Training Center in eastern Washington.

The installation is home of the Army’s I Corps, the primary unit on JBLM Main, and the U.S. Air Force 62d Air Lift Wing, the primary unit on JBLM -McChord Field, along with over 350 tenant units supported by the 627th Air Base Group. The mission of JBLM is to provide state-of-the-art training and infrastructure, responsive quality of life programs, and fully-capable mobilization and deployment operations for Army, Navy, Air Force, and Marines.

The JBLM Cultural Resources Program supports mission readiness and sustainability training by ensuring compliance with federal and state laws as well as DoD and Army regulations and policies. The Cultural Resources Program manages three main areas: historic buildings and landscapes, archaeological sites, and tribal consultation. Currently, the department manages 8,075 historic resources and 473 archaeological sites.

Work location is dependent on the needs of the partner/project/role. In some instances, positions may require staff to be fully in-person. In other instances, hybrid or remote arrangements may be possible.

Required Job Qualifications

  • Bachelor’s degree in Archaeology, Anthropology, or closely related field.

  • Minimum of 3 years of field experience with a demonstrated knowledge of the fundamental principles and theories of archaeological fieldwork.

  • Understanding of Federal regulatory compliance requirements governing cultural resources including Section 106 and Section 110 of the National Historic Preservation Act ( NHPA ), the Archaeological Resources Protection Act ( ARPA ), the Native American Graves Protection and Repatriation Act ( NAGPRA ), and the National Environmental Policy Act ( NEPA ).

  • Ability to use a GPS unit or tablet to collect archaeological data.

  • Strong knowledge of Microsoft Office Suite and Adobe software and working knowledge of ArcGIS software or similar GIS Platform.

  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

Preferred Job Qualifications

  • Regional archaeological experience specific to the Pacific Northwest.

  • Prior experience working on a military installation participating in field investigations, including archaeological monitoring.

  • Excellent technical writing skills; written or contributed to technical reports.

  • Experience with prehistoric and historic artifact analysis, laboratory procedures, and equipment.

  • Experience managing cultural resources data in ArcGIS (ArcMap 10.x and ArcPro), Survey 123, and/or ArcGIS Online.

  • Experience working with the Washington SHPO and the Department of Archaeology and Historic Preservation ( DAHP ) database.

  • Familiar with Programmatic Agreements (PAs), Memorandum of Agreements (MOAs), and Integrated Cultural Resources Management Plans (ICRMPs).
